Intoxicated man found sitting in parked car with stolen tags at Cars for Less

66-year-old Franklin Powers was charged with public intoxication and unlawful removal of registration plate when he was found sitting in a parked car while intoxicated at Cars for Less.

On July 28th, close to 1:30 am, CPD Officer Scott Freeman noticed the defendant, Franklin Powers inside of a parked vehicle with lights on in the Cars for Less parking lot at 818 Crossland Avenue.

When Officer Freeman ran the plates on the vehicle that Powers was occupying, the registration showed it as stolen. The officer was advised by the Montgomery County Sheriff’s Office to not prosecute for the stolen plate, but it was determined that Powers used it to circumvent registration laws. Powers smelled strongly of alcohol after Officer Freeman asked him to step out of the vehicle. He also had the keys in his possession so he was placed into custody due to fear of his and other’s safety if he were to try and drive.

Franklin Powers was arrested and charged with public intoxication and unlawful removal of registration decal or plate. His bond was set at $1,000.
