37-year-old Arthur Lee Harris was charged with public intoxication after calls were made of a man rolling around, making noises with trashcans, and he was witnessed pushing “his fingers into his rectum” by police.
On November 3rd, Clarksville Police Officer Nicholas Martin responded to a call for assistance and check on the welfare of an individual located at 211 Chapel Street. He was reported to be “rolling on the ground and banging trashcan lids.”
Upon arrival at the scene, officers made contact with Arthur Harris, who was seen dancing in the parking lot and seemed to be incredibly unstable on his feet. Harris was unable to answer any questions the officers had asked him and spoke in incomplete sentences. Harris, who had previously taken off his shirt, began to crawl on the ground. While crawling on the ground, Harris proceeded to stick his fingers in his rectum. The officers deemed Harris a public nuisance to the surrounding neighbors in the apartment complex. He was also deemed a danger to himself due to his level of intoxication.
Arthur Lee Harris was arrested and charged with public intoxication. He is currently jailed in lieu of a $439 bond.
