Man charged for begging in Mapco parking lot while intoxicated and refusing to leave

65-year-old Francis Swinyer was charged with public intoxication and criminal trespass after a Mapco employee reported to police that he was in the parking lot asking customers for money and had been previously asked to leave.

On March 26th, Officer Shavell Lucas was dispatched to Mapco at 1500 Tiny Town Road in reference to an unwanted guest. Upon arrival, an employee of the store reported that a man with a wheelchair was in the parking lot asking customers for money and he had asked him to leave.

Officer Lucas made contact with the individual, later identified as Francis Swinyer, and noticed a heavy odor of alcohol and his slurred speech. The officer also noted that Francis had a black bag on his lap with a half-empty bottle of alcohol.

According to the affidavit, the officer searched Francis in the system and discovered that he was trespassed from that location in April 2019. When an attempt was made to place Francis in custody, he tried to flee the scene in his wheelchair by rolling back and saying that he wasn’t going to jail. The officer noted that Francis then threw the bag with the half-empty liquor bottle on the ground causing it to break.

Francis Swinyer was arrested and charged with public intoxication and criminal trespass. His bond was set at $1,500.
