Mother charged with child neglect when toddler tests positive for meth

27-year-old Josten Milam was charged with two counts of child abuse, possession of methamphetamine, possession of fentanyl, possession of a firearm during a felony, possession of drug paraphernalia, and with having drugs in a school zone after a search warrant was executed at her residence.

On December 4th, 19th Judicial District Drug Task Force’s Agent Rose executed a search warrant at the residence of Josten Milam at 1636 South Jordan Drive. During the search, a pink powder substance and a loaded 9mm Barreta handgun were located in an upstairs bedroom. Also found in the room was a scale with pink and white residue and several small baggies and needles with residue. After being Mirandized, Josten agreed to speak with Rose. She stated the upstairs bedroom was hers and she was selling narcotics to try and bail her boyfriend out of jail. Google maps verified the residence was only 528 feet away from Minglewood Elementary School.

The pink and white substance was field-tested positive to be .9 grams of methamphetamine and fentanyl mixed. Josten had both her 2-year-old and 4-year-old living with her. The living conditions were determined to be “unbearable”. Rose reported dog feces and urine throughout the house and children’s beds, which were on the floor. He also reported that the residence was cluttered with trash, narcotics, and needles. Rose also noted a lack of food and water in the house. The Department of Child Services was notified and determined the residence was not a suitable living space for children. The children were removed from the residence and later DCS noted that the 2-year-old tested positive for methamphetamine.

Josten Milam was arrested and charged with two counts of child abuse, possession of methamphetamine, possession of fentanyl, possession of a firearm during a felony, possession of drug paraphernalia, and possessing drugs in a school zone. She is currently jailed in lieu of a $241,000 bond.
