Man with “history of offenses against society” jailed after wielding garden rake with bucket on his head

53-year-old Steven Broughton was charged with disorderly conduct when a man reported that he was being erratic in the parking lot of Harbor Cafe. Broughton was wearing a bucket on his head, a plastic bag on his body, and wielding a garden rake.

On May 27th, Clarksville Police Officer William Becker was called to Harbor Cafe located at 2131 Lowes Drive in response to an erratic individual. According to the affidavit, Andrew Shaw had reported a male wearing a bucket on his head, a plastic bag on his torso, and was swinging a garden rake in the parking lot.

When the officer arrived, Steven Broughton was located in a nearby grassy area. The officer determined Broughton’s actions were a disturbance serving no legitimate purpose and he was taken into custody because he was likely to persist. It was noted that Steven Broughton has a history of “offenses against society.”

Steven Broughton was arrested and charged with disorderly conduct. He is currently jailed in lieu of a $2,500 bond.
