Midtown Hills Precinct detectives are investigating Friday night’s fatal shooting of Quinzell Pannell Jr., 23, who was the driver of a Range Rover that crashed into a utility pole at 17th Avenue North at Hayes Street. According to a witness driving in the opposite direction, they heard a loud “pop” as the Range Rover passed by at 11 p.m. and then crashed. Pannell, of Clarksville, died at the scene.
