Panhandler tells officer she can continue “as long as it wasn’t aggressive”

24-year-old Dorothy Irene Elliott was charged with disorderly conduct after she was witnessed lying on the side of the road and flagging down vehicles to ask for money.

On October 21st, Clarksville Police Officer Michael Hickmon responded to a call around the area where Fort Campbell Blvd and West Concord Drive meet. The call concerned a female laying on the side of the road. The complainant was in fear that the female would get hit. When Officer Hickmon arrived, they located a female matching the description of the call walking in the middle of West Concord Drive.

The female, later identified as Dorothy Elliot, stated she was waiting for a ride. The officer advised her to stay out of the road and let her go. Later while working a vehicle accident, Officer Hickmon observed Elliott walking in the middle of West Concord Drive flagging down multiple vehicles. Once the vehicles would stop, Officer Hickmon observed what appeared to be her panhandling, which was later confirmed by Elliott’s spontaneous statement of, “I was told I could panhandle as long as it wasn’t aggressive.” Elliott’s actions create a hazardous condition by any act that serves no legitimate purpose and appears this issue would continue.

Dorothy Irene Elliott was arrested and charged with disorderly conduct. She plead guilty as charged and was released after five days of served time.
